Responsible Data for Children

Responsible Data for Children provides guidance, tools and leadership to support the responsible handling of data for and about children.

Background

As humanitarian and international organizations continue to invest in taking new data management tools to scale, strengthening administrative data systems, and developing new technologies to improve programming, the potential for adverse effects resulting from inadequate data handling practices can arise. Mismanaged personal data can pose risks to beneficiaries, partners and staff.  While many actors in the space have begun to develop institutional data protection policies that will ensure data is properly managed and stored, such policies need to be complemented with practical guidance on the risks associated with handling sensitive data. Beyond policies and commitments, such operational guidance can inform how practitioners design, support and implement humanitarian programmes with data risks in mind, and the move toward a culture of responsible data for children.

Description

The Responsible Data for Children initiative aims to fill an important gap and to provide actionable insight, tools, and guidance on how responsible data practices can provide benefits (and avoid harms) for children around the world.  With a keen focus on the personal data of children in especially vulnerable contexts, The GovLab is seeking answers to three central research questions:  1. What resources and research exist that can inform a responsible data for children approach for international organizations and others? 2. How can humanitarian actors handling data related to children assess potential risks and harms across the data lifecycle? 3. What types of operational tools and methodologies can be operationalized to bolster on-the-ground data activities in humanitarian contexts?
